What passengers are riding the rails presently?

Wiki note: Randomiser for describing passengers who turn up on the train line. Thousands place corresponds to Charter of the Great Hellbound Railway; 100s and down are rolled on the range between 1 and your value of Involved in a Railway Venture. E.g. 3077 would be a charter for Scientific Knowledge, and Railway Venture of at least 80 (i.e. Balmoral).
