Do you think that Seeking Curios and Secrets in the Forgotten Quarter would be better choice than A Shrine of the Deep Blue Heaven for skull-gathering? 

Maybe I'm just unlucky, but despite numerous tries ever since its opening, I only got 1 skull from shrine while (my subaccount/s) picked up 1~2 eyeless skulls by wandering for curios and secrets. 

I'm gussing that since seeking Shrine of the Deep Blue Heaven use lots of action in both preparation and searching, so waiting for rare success might be best. What do you think? Is there some kind of data on it? I'll try to record success/fail ratio on both choice, but I want to listen to everyone here too.

The spreadsheet linked on Vae's profile has some statistics. Please add your results there. :) I found 2 skulls (and 1 Pulsating Amber) after spending ~220 actions rotating through the Seeking Curios storylet options; my numbers are in the spreadsheet. My results are spread across several characters, though.

I've only completed the Shrine expedition 6 times and I haven't spotted a skull yet, but 6 is a very small sample size.

Currently, I don't consider either the Curios storylet or Shrine expedition to be significantly better than the other for gathering skulls. Other than possessing an extremely high Watchful, patience is key to success. Not luck. Patience. You will eventually get your skulls. It's just a matter of time and how you endure it.

I mix my routine. I cycle through Curios options till I hit 96+ Airs. Then I start a Shrine expedition and use my 96+ Airs on A sign? for some easy progress. I finish the expedition, collect my Unpredictable Treasure, and go back to rifling through the Curios. It breaks the monotony; I don't feel bored when I do it this way.
