Missing unlock?

From Fallen London Wiki

I'm not seeing this, could it have a missing or hidden unlock requirement? I've successfully delivered 7 cargo (split between the events), jettisoned 1 (on the 'Captain! CAPTAIN!' card), and have never exploded.
