Though you can sell to him as soon as you're able to zail to the Khanate, you will need access to {{IL|Khan's Heart}} proper in order to spend the {{IL|Assortment of Khaganian Coinage}} he pays you. This means these skeletons should only be used late in the railway, after building out the Cabinet Noir at {{IL|Balmoral}}.
