Yes, I broadly agree with the suggestion. This problem isn't even limited to being restored to the court. I've encountered it several times when editing Making Your Name content where there are cloned storylets depending on whether or not you've reached a particular level. I also suspect that something similar will happen when post-expulsion content is (re)introduced to the University. So it's definitely a very good idea to work out a single consistent approach and stick to it.

I would however suggest that, somehow, we keep both unlocks on the main storylet. Possibly referring to them in a wiki note or something. Firstly, people quickly browsing may assume it's a different clone from what they are looking for (since it doesn't match the requirements they are seeing in the game). Secondly, future editors who may not be aware of the 'policy' may assume it's an omission and start creating clone pages etc. By having some sort of recognition of the unlock requirements you are flagging that everything is as intended. Similarly, I am happy to have artificial unlock on the branch but then again would add some sort of wiki note to highlight that.

ETA: Also, regardless of whether we do keep the unlocks in some form, we should maybe add Category:Restored to the Court of Her Enduring Majesty to the relevant pages
