After Estival, as reported in the comment below, this action rewards 1 Blackmail Material and the requirements are changed to:
Planning a Heist: The Vault of Impounded Contraband in Concord Square Of Stripes, and Coils >= 100 Locked with Lead: Extraordinary Illumination
The Coilheart Eagles 10 requirement is also gone. This must have been changed manually because those qualities were removed after the event.
I'm putting this in this comment because I'm unsure what to do about this. If the currently listed requirements were correct during the event, then they must have been changed since then. Possibly they intend for this to become repeatable after the event, but the heist target can currently only be obtained from the Family and Law heist to obtain cantigaster venom, and then this option can only be picked by a player who participated in the event. The ID of the storylet is unchanged.
