I'm about to build the city. I saw on the wiki that one of the city-building options allows you to help her remove excess faces during the process (if you choose someone else to turn into the city, obviously), and I wanted to do that. I remember she had several faces last time I spoke with her, but I don't have the quality. Do you actually not gain the quality until this point in the story, even if, canonically, she already has multiple faces?

Basically, what I'm hoping to do is make Cornelius into the city, restore Furnace to as healthy and normal a condition as she can be in, and have her be leader of the city. My take on her attitude from the conversation with the lawyer was that while she doesn't really want to be a city, she's willing to make that sacrifice if it means the city can be up and running, now, so that it won't be vulnerable while being constructed over years and years. So if there can be a city instantly, and she can still be herself and in charge, she gets to have her cake and eat it too, which I liked. I'm just not sure what exactly I need to do/have to make that happen.
