Raw EPA

So I was just over in the Spider Symposium Guide, and spent some time puzzling over its raw EPA of ~4. It essentially involved getting 100% on the highest per-action quality gain (the quality being Applause there, and Confessions or Falsehoods here), getting Parabola Linen Scrap as a reward, and then selling it at the Rat Market. The math was (610 Applause/34 Applause/action) = ~18 actions, plus 1 to start and 1 to stop the carousel for 20 total. At the Rat Market you can get 825 Rat Shillings (= 82.5 Echoes), which is 82.5 / 20 = 4.125 EPA, ignoring the Rat Market's access costs and saturation.

So now I'm looking at this carousel's raw EPA of 3.30 and wondering WTH?

I can 100% the Extract Confessions check for 30 Confessions. A Captivating Ballad -- also saleable on the Rat Market -- needs 600 Confessions, and this carousel has a fee of 3 actions (2 start, 1 stop), so (600/30)+3 = 23 actions, for an EPA of 82.5 / 23 = ~3.6 EPA. This is already above the listed raw EPA, and I don't have end game stats.

For those that do, there are a couple of checks which get you 38 Confessions, which would drop it down to 19 actions, or 4.35 EPA.

At a minimum, the raw EPA here does not seem to be calculated the same way as the Spider Symposium's guide. As such, how has the raw EPA been calculated?
