Corroborating evidence: I'm getting 38 prayers with 206 Watchful/205 Persuasive, a friend with 104 Watchful/131 Persuasive reports getting 27 prayers. This matches the formula if it's been switched to Persuasive, and not if it's stayed on Watchful. (Their Shadowy and Dangerous are far lower, so it also hasn't switched to those.)
