Right under the heading "Gaining Masquing" it says "None of the options will increase Masquing if it's 20 or higher.". This is because the amount of Masquing you can gain from all card options is capped at 20. You can get up to 30 Masquing by trading the non-Fate rose gifts with other players. Anything above 30 requires trading gifts which cost Fate.
