I did some calculations after a friend mentioned his idea, and another potentially good option is accepting commissions in Helicon House after building inspiration in the Empress' Court at 15 CP/a. Should be about 13.57-13.87 St/a (it gets slightly better with the 40 rubbery renown item and/or the ambition-based Inspired options in Helicon).
