You ignore the value of an action. In general, more expensive stuff is better, since most Hinterland City cards do better than 500 Prosperity per action (which is what you save on each cash-in transaction). But Ballads and Airaag are much more valuable than the rest, since you can sell them at 25%+ profit.

Holy Relics are also potentially worthwhile.
