You can't get both rewards, because you can only befriend your chosen companion at the Feast of The Rose. So, if you’ve sided with the Last Constable, no Cheery Man and vice versa. Also, you can't choose who dies. I would have killed them both if I could, just because I think it’s a better story that way, but I was not given that choice.
