I think it'd be better to either stick to specific (and not duplicated) categories, or level number only - the hybrid system at the moment is a little on the confusing side in my opinion. My personal preference would be to stick to level order - especially as more headers are likely to be added in future. (A few are missing as it is - the Fate ones from Hallowmas).
