y'know what simple change would fix most of my narrative gripes with the TLC? if this was "Hinterland Gratitude", and efficiency was renamed Reputation or something. no mechanical changes, just flavor. but then it would feel less like my FLPC is the Privileged City-Empowerer by whose beneficience this city prospers and falls, and more like the mutually-beneficial reciprocity-driven thing that the rest of the flavor text keeps insisting is actually taking place. it'd feel a lot more like the city *is* bigger than just me, if the social currency i was dealing in was "how grateful are citygoers for my work as a small piece of the whole" and not "How Well The Entire Hinterland Is Doing"
