"Within London's tastes" to me just suggests things are far more civil than they were during the Starved Invasion. Especially in regards to not breaking outright taboos. It seems the Starved Men actually want Londoners to feel comfortable around them, as opposed to doing the equivalent of running through the streets naked and screaming, just to show a juvenile sense of rebellion against societal norms.
