From Fallen London Wiki
  1. Election: You are mostly right. Career items are always free, "just-for-show" items always cost fate. Also, each candidate has a free item each year, which will cost fate in the following year. 1894 it was a companion each, 1895 it was a hat for each. That means that the 1896 items will likely cost fate, too, when the next election starts.
  2. It's similar with Fruits of the Zee: All items used to be free, but at one point Failbetter swapped all items for a new set. The items from the old set now cost Fate. We have no idea when and if new items will come along.
  3. Hallowmas: For the past two years you could get an exeptionally good weapon (+20 bonus) for free, if you invested a lot of resources. Again, after the first year those will cost Fate, so the Debating Lessons will most likely cost Fate next Hallowmas.
  4. Yes, both are available at the Feast of the Rose for Fate, but only if you finished the Family & Law storyline and the respective person died at the end. (If they didn't die, they are available as companions instead. The weapons are basically "just" mementos.)
  5. Yes, all those items were given out during K&C (fate-free!)
  6. Here's what I know:
    • Waxwail Knife + Knife of Lost Sky are retired because K&C is (currently?) retired
    • Demeaux's Advice books were available via access codes when "Sunless Sea" and "Zubmariner" were launched
    • Memorycatch Box: Someone found the item when reverse-engineering the FL-app. It's never been officially in the game
    • Rose-Petal: I'm not entirely sure, but I believe those were available during the first implementation of the Feast of the Rose, ages ago.
    • Scones: Available via access code when Sunless Skies was launched in January. I actually made a wiki-note at the bottom of the page explaining how and when it was available. I am not actually sure if the access code still works. If not, the item is retired.

I hope that helps a little.
