The Waxwail Knife, an old K&C reward, is retired and best-in-slot Dangerous, tied with Feducci's Lance which is retired-or-Fate.
I was imprecise with the Spouses, because I was thinking of BDR as a "stat." In that context, the Firebrand/Missionary spouses give +2 BDR, better than any non-Fate Spouse, but are outclassed by the Rubbery Consort.
If you're not excluding Ambition rewards, then more examples are pretty difficult to come by: most best-in-slot gear is no longer Fate-locked, although it's not available to most players. But, I was able to find one example: Shadowy Hats. Moods aside, the best non-Fate item gives +6. The Tanned Mask is Fate-locked, and gives +7, which is better than that; but the Corinthian Belfry Hat gives +8. Should the Tanned Mask get any annotation?
Based on your reply, it sounds like the answer is no, it doesn't get an annotation. It's not best in its class, because it's class is "Fate-locked" and it's not best in that, despite being better than an item in a different class.
