Hmm. I thought that only Air of Forgotten Quarter is shifts in strange way.. Still, I did noticed that description of the Air of London is constantly changing in unpredictable way. While I couldn't read exact CP value, look like you're right.
Maybe introducing Air of Forgotten Quarter have something to do with it. I think it changed mechanic of Air, and something went wrong there.
