The Average Run calculation is missing one action to pick up the book after reaching Perusing the Stacks 40 (which is separate from the 2 actions to read the book that have already been considered), leaving us with a total of 22 actions for one round in the scenario that is being discussed.
I will fix this myself once I get to it unless somebody beats me to it.
