FATE-locked Confusion

This action isn't FATE-locked, you can become an intimate of devils with "a devil has taken a shine to you", a direful reflection with "A waking dream of reflections" and an infernally diplomatic privelige on the road to privelige. Can someone explain why this is in the FATE-locked category?
