I'm a bit confused about this quality. Is it entirely a negative? There's a bunch of options that have notes that tell you if you want to work against the TLU city, that the choices that increase city waning do that, but all of what I can tell so far, is that City Waning adds a bunch of negative non-dismissible cards to the deck that lower your prosperity or add menaces. What's the point in raising besides RP options?
