The Constables side is almost strictly better due to being cheaper (10 echoes worth of items compared to the Hell side's 12.50 echoes), unless you REALLY care about not doing a single Dangerous 90 challenge on the Clathermont story.

...technically, Hell Favours/Renown are arguably better than Constables but frankly I don't consider that enough of a bonus
