Woeful Lock?

I'm grinding up Watchful with the help of a Patron, and I can't help but notice that I can't receive Masterclasses when I have the Weasel of Woe equipped. This suggests that either the Masterclasses are locked with Woeful, or require at least some amount of levels in a certain stat.
