Looks like they updated it. I was certain it only said "Crown of Eyes", when I looked yesterday.

Edit: Doh, it unlocks with at least 1 lvl of Caprine Authority, which would include the lvl 2 and 3 you get with the others. I just didn't have my Übergoat equipped to unlock it.

Would be nice if they had separate descriptions. Oh well.
