Raise at least one of your skills to 25 or higher, including modifiers from your equipment. You can improve your skills by earning favours from the factions of Fallen London via the Opportunity Deck. Buying equipment from the Bazaar, or earning it through stories will also help.

You've made an acquaintance with a neighbour

Complete the story of the Loquacious Vicar, Clay Coalman, Bohemian Sculptress, or Rooftop Urchin.

Unlock requirements for the first one are all 4 main stat icons with subtext saying 'At least one of your skills is 25 or higher', second one has pictures of each acquaintance with subtext saying 'You've made the acquaintance of [INSERT NAME HERE]'. In like 20-30ish minutes I'll have enough actions to list the text of each one as well as any rewards gained in another comment
