Sadly, as you yourself have explained, the 'status quo' in question is subject to constant change (and, notably, features systemic problems that persist if all we do is attempt to maintain it).

Despite however good or bad we may think the individual Masters, their plans extend beyond the city we might wish to keep in a relative stasis; not to mention that they, themselves, exist in their own uneasy power struggle at all times (an issue that the Whitsun creatures hope to fix, to an extent).

As for getting the Whitsun creatures to replace the Masters, well. That may make for a more cohesive council in service of the Bazaar, but it doesn't do much for London; the last 'unified voice' we, as Londoners, could've had either gets relegated to Hillchanger Tower, or manipulated into Hell under some misguided sense of duty.

Ultimately, creating panic on the surface, and drawing a line between it, and the Neath, is the best hope we have to be the last city that the Bazaar can sequester away and, even then... well... at best, we're trying to exchange the lives of those in London, as we know it, for many, many, many more on the surface that have no hope of escaping their grim endings.

Suffice to say, there is no 'perfect' choice here and, maybe, trying to maintain or return to the status quo is noble, but always, always, temporary.
