so, let's assume a probably suboptimal play pattern where one grinds one's efficiency all the way up to 300, hangs there for a brief moment, and then crashes it back down to 0. under that pattern, the average EPA of the city is generally 3.5ish. it's higher because i'm not taking into account the +0.20 Good Actions, but lower because lowering city waning cuts into profits slightly. i'm assuming these effects cancel out.
anyhow, what this means is that by the time you've ground your prosperity back up all the way, your batch size will *already* be large enough to make betrayal the most optimal way to acquire large quantities of incredibly niche resources. like it or not, this *is* what peak performance looks like
