...honestly, a thing i expected to exist, but didn't: a single card that spills out of the city and ends up in the deck for the place the city is built. some way to have a minor say in the city's prosperity while doing other things. something that makes you do the math of "okay, which deck do i want an incidental bonus 5epa in, and which one am i doing worm in"
