Objectively the Devils *are* just really cheaping out on you, huh. Your options for a reward: a T8 + seven Favours + a bit of Renown from the Great Game, a T8 from the Revolutionaries, a T7 + seven Favours + some renown from Urchins, and then... a single T7 from Hell. They don't even give you favours with it! How rude. (The urchins are also cheaping out on you but they *are* urchins and they at least really appreciate you for doing it, so I'll give them an inch of slack.)
