So there's no innate penalty for throwing out a bad team, but if Hearts' Game has lower EPA for you than other options and you're only playing it for the BIS gear then there's a de facto penalty, since AP that could've been spent elsewhere has to be spent throwing out teams until you manage to draw a viable one.
