Unknown action lowers quality

I staffed my base camp with a Tigress, then something in the Bag A Legend storyline lowered my Parabolan Defences again (somewhat annoying, I have to get another Tigress now). I don't remember which particular storylet did this, as I wasn't paying attention to it at the time. Hopefully this is a useful insight?
