Way too frequent

This is a good candidate for most discarded card in the upper river. It has the paltriest payout (2.2 E). Its edge use case (fillips to scrip) definitely needs much, much lower than Standard frequency. I suppose the best thing about it, is that the upper river has very few bad cards - but this is one of them. Even Tomb Colony tour is much better than this, and I discard it 100% of the time too!
