Ubiquitous?

Action purge is not allowed on comment pages.

So far I've had Unaccountably Peckish for quite a while and for the last two-dozen or so cards there hasn't been ANY Eaten card. Is there some other check regarding this, is the article wrong about the rarity, or am I just having another intrusive luck episode?
