A little while ago, someone on Reddit (or so I thought... but now I can't find the thread again) asked what happens if you finish a term as governor with 0 Striped Delights and 0 Silver Horseheads. Well, thanks to the new Weasel of Woe, I went and tested it out with my throwaway/failure text alt.
Quite anticlimactic. There is no special hidden branch; just everything is greyed out except the option to flee to your ship. Screenshot:
