Inconsistency with second table

An alt has created an Emancipationist-Liberationist city on the body of Starved Furnace. The name is 'Ealing Graft'. Are we sure that all the cells of the second table have been checked? And if so might this be a new change?
(FWIW my alt's purpose is to move and re-ideate their city in order to fill in gaps in the Hinterland City - Foundation table, so I should be and able to check the rest of the Starved column at least in due course).
