For comparison, see <a href="/wiki/Addressed_as:" title="Addressed as:"><img alt="" src="/w/images/thumb/3/37/Papers5.png/20px-Papers5.png" decoding="async" width="20" height="26" srcset="/w/images/thumb/3/37/Papers5.png/30px-Papers5.png 1.5x, /w/images/thumb/3/37/Papers5.png/40px-Papers5.png 2x" /></a> <a href="/wiki/Addressed_as:" title="Addressed as:">Addressed as:</a>. Similar situation there: numeric ranges correspond approximately, but not precisely, to thematic groupings as new values were added over time. We went with categorical groupings, probably in part due to wanting to organize the extra info in the table.
Personally I would also go with categories here. The numeric values aren't relevant in-game, they're just labels, and the large images make the page hard to navigate manually so there's a stronger need for a well-designed Table of Contents.
