Manipulating Airs

It seems the 2nd best way to manipulate airs to ensure the agent you need is available to recruit is to keep taking intrigue-gaining actions after you've fulfilled the intrigue requirement you needed for the previous agent. This isn't quite as profitable if you have very very bad luck, but as long as you know both possible airs messages for the agent you're after, it can mean you're not raising your menace by FINISHING extra intrigues, and not spending extra resources by STARTING extra intrigues.
