Woesel doesn't allow attending masterclasses

I'm pretty sure I was able to isolate the Woesel as the cause. I was able to use a rat and stuff to stretch my alt's Persuasive under 100 and it showed up in the list, but my first attempt was with a Woesel and it didn't. Not sure if it's secretly locked with Woeful or what.
