I did some quick math, and I believe it takes 8 card draws to do this. If you ignore the first-time rewards, (and nightmare gains, and relative infrequency) you get 1 Whirring Contraption every 2 actions. This is definitely the best source action-wise if you specifically need Whirring Contraptions, though the Hearts' Game option has a better overall EPA and is directly grindable.
