Activity summary update?

Should the Activity Summary up top be swapped to "Locked" (can't leave an actual round early without penalty), Setup: 0/4+ A (rejoining is 0 actions, starting is just 4 unless you have motley in which case its 4-27), Progress: 3+ A (with perfect draws and perfectly bad luck, get 4 prep from Skin in 2 actions, then insta-lose with Gambits in 1 more action), and End 0 A (no actions to end round regardless of result/choice)? Or am I misunderstanding something?
