It seems to be a display difference, not a quality difference. I have no extensions at all, and my Skills and Making Waves both no longer show progress bars as well. And I just confirmed that MW is still change point-based.

BDR qualities may also have been changed to discreet at the same time, but now there isn't really a way to tell.
