This is a way to unify, and thus prevent there from being any mechanical inconsistencies between, the ends of any given vote (such as any accidental failure to clear one of the "board against" qualities): just clean up everything after every single vote. In this it serves a function similar to what <a href="/wiki/Put_everything_back_where_you_found_it" title="Put everything back where you found it">Put everything back where you found it</a> does in the Laboratory.
