Game Instructions: This will add two more joints to your skeleton. It will still need a tail. The required amount of brass will increase as you add more segments.

Unlocked with Skeleton: Tails Needed, Skeleton: Torso Style exactly 45, 1 x Segmented Ribcage, (50 * Segments³) x Nevercold Brass Sliver

Wiki note: The cost in Nevercold Brass Sliver is 50 * Segments³ where Segments is simply the current level of Skeleton: Number of Segments. Your skeleton can only gain Segments when starting with a Segmented Ribcage as a torso (which sets it to 1). After that, all additions of Segmented Ribcage (be it as head or as tails) will increase the number of segments. The head can only be added once, but the tails can be limitless. However, since this option increases the number of segments, the cost also increases every time you take it. See the table below for scale.
