Didn't notice that it gives you a single point of perambulating when you start, so you only get 14 CP of perambulating to play with in phase 1. You'd need 2 DISCERN cards in that phase to get an extra turn. Still, the point definitely holds for the final phase - play DISCERN if you get it as long as it isn't your last turn in the phase. A 100% chance at +6 awakening (6 echoes for that turn) is also better than anything short of a 90%+ chance at a...)
