You've convinced the board: the Railway will run parallel with the Moloch Line to start. There will be some demolition work required, but no Urchins will be displaced.

CharterDescription
1 - WealthThere is a little grumbling about whether this decision truly accords with the company's commitment to profit and good governance, but the decision is made, and no one actually reopens it.
2 - CharityThe board members congratulate one another on starting out as they mean to go on, showing goodwill to the neighbours, and obeying the company charter.
3 - Scientific KnowledgeThere is a little grumbling about whether, if things go on this way, there will be enough in the budget to support those scientific works that were named in the charter. All the same, these are early days.
5 - Expansion of the ChurchThere is some back and forth about whether this is in line with the company's charter. Kindness to Urchins agrees with the will of the church, but what about making such a large payment to the Devils?
10 - Infernal AllianceThe board generally agrees you have started as you ought to go on: positive relations with Moloch Street and the Brass Embassy, and plenty of money flowing in both directions.
