Template for including the common effects of actions in Hearts' Game.

Almost all actions have a common set of effects, which are conditional with complicated math and unknown probability. This template will save typing and normalize formatting, and also allow a single point of updating when the math is figured out.

Most common usage is simply {{HG}}. Pass the Elusiveness or Tolerance parameters when actions override the default gains for either of those qualities. Pass Counterplay if the action gives Counterplay.
