If we keep using the {{Unlock}} template for specifying it potentially requires the Restored quality (with an explanatory note), then this will take care of the category aspect by itself.
Beyond that, I think we should evaluate each case separately. Here, there are duplicates storylets/options, but they are 95% identical. In other cases, there might indeed be more differences warranting a duplication (maybe updated text, or image, etc.).
