So in terms of adding the category due to the unlock requirement, I would definitely go with the second option. As you say, the wiki note should be explanatory.
However, as I mentioned earlier, my personal view is that use of a quality to determine a variable should be marked as well. This is an unrelated issue to whether it's an unlock requirement or not.
There are qualities whose only use is to set a variable and they never appear in unlock requirements. Consider Venture Challenge Level for example - the quality page is currently empty and yet my personal view is that it should list most of the branches of the flash lay cards (e.g. Follow discreetly). For clarity, it would ideal for these uses to be grouped into a separate subcategory "Category:Quality Variable" rather than the parent "Category:Quality" but without thinking about how much work that would require, I think even just "Category:Quality" is preferable to nothing.
I'd be interested in your views on this second issue. If you disagree then of course the second of your proposed options is sufficient. If, however, you do agree then we'd have the following:
- Both new and old storylets will have the category because it's in their unlock requirement
- Old branches on old storylets will have the category because it affects the results
- New branches on old storylets will not have the category because they will have only a fictitious unlock explained by the wiki note and will not have variable results
- The branches on new storylets will not have the category because they will not have the unlock and will not have variable results.
