Well, with the added ability of the Item's template (via the new module) to parse the effects, it can also easily detect any inconsistencies between the template's arguments and the module's table, and flag those in a maintenance category.
This will allow to keep writing the effects in the template itself (which is most accessible when writing a new item page), and the background code will deal with flagging inconsistencies.
BTW - another very small advantage to writing the effects in template is that it gives control to the editors regarding the order in which to display the effects on the page.
